What is The Foundation

The Foundation, colloquially known as The S.C.P. Foundation, is the covert NGO that is tasked with the goal of securing, containing, and protecting anomalies across the world. It does this through a three-pronged approach known as the S.C.P. triad. By practicing this methodology, The Foundation ensures that the public is safe from threats beyond understanding.

What was The Foundation

To better understand The Foundation of today, it is important to look at The Foundation of the past. The Foundation started as a goal driven idea that humanity doesn't have to live in fear of the anomalous, but instead live in peace under the assumption that the anomalous doesn't exist. The concept that the anomalous exists in the dark means that humanity can live in the light, and The Foundation is how that dynamic can exist. To understand the past of The Foundation is to understand The Administrator.

What is The Administrator

The Administrator is the ultimate governing unit of The Foundation, and its mere existence is debated in even the highest ranks of The Foundation. Rumored to be many things, there are a few truths for the Administrator, at least we think:

  • The Administrator is not a typical conscious entity; This means it may not even be human
  • The Administrator travels a lot, it is never in the same place for more than 12 hours
  • Anyone who comes in contact with the Administrator directly is administered contextual amnestics therapy after the interaction or is terminated
  • The Administrator prefers to deliver information through proxies, I.e passing letters, messages, or rarely digital media through the O5 council as its preferred proxy
  • The Administrator is barred from authoring any official Foundation content. This was decided by the O5 council in conjunction with the Administrator shortly after the formation of the first mobile task force
  • The Administrator leaves its subjects feeling at ease, but with a persistent feeling of subliminal dread after any interactions with others, even after CAT is administered
  • The Administrator isn't an... anomaly?

What is an anomaly

An anomaly is defined by The Foundation as: "An object, entity, concept, or idea that exerts non-traditional effects on its environment either directly or indirectly." The Foundation works to ultimately protect the status quo from these anomalies. The status quo is akin to the peace of the universe. If the status quo is disturbed, The Foundation believes that the cause must be contained to prevent future disruptions.

The S.C.P. triad

The three pillars of The Foundation are:

  • Security
    • To Secure anomalies that pose a threat to the status quo
  • Containment
    • To Contain anomalies in appropriate locations as to prevent future disruption to the status quo
  • Protection
    • To protect the status quo from the anomalies indefinitely

These pillars exist in three states, with the third already defined above. The pillars exist as principals, values, and most importantly, goals.

The S.C.P. process

The process of securing, containing, and protecting an anomaly sounds simple at first, but in actuality, is just as complex as some of the anomalies The Foundation works with. The process in its simplest form can be broken down into these seven steps.

  1. An anomaly is identified out in the wild
  2. An anomaly is verified to be anomalous
  3. Current disruption caused by the anomaly is assessed while a specialized team known as a Mobile Task Force is assembled and dispatched to stake out the anomaly
    1. At this point, the anomaly's initial containment needs are unknown, and the task force assigned is responsible for compiling the initial encounter report
    2. Anyone who has had contact with the anomaly is either administered contextual amnestics therapy, or is terminated. CAT is attempted first, with termination having other difficulties associated with it
  4. Said specialized team is either assigned for initial containment, merged or appended with another task force and its members, or reassigned entirely
    1. At this point, the anomaly's initial containment needs are vaguely understood, so an initial containment attempt can happen at this point. There has to be a delicate balance between how long the task force waits to perform its initial containment attempt
    2. If containment is successful, the flow continues, if it isn't, the task force must reattempt their containment attempt up to 3 times maximum, or consider alternative containment methods
  5. The anomaly is housed at a temporary containment facility, typically the nearest Alpha level site, and research begins immediately on the anomaly
    1. Research determines its specialized containment procedures, and whether the anomaly is appropriate for the current site (typically anomalies are relocated after the first 3-5 research sessions)
  6. The anomaly either is assigned a permanent containment location, or one is constructed for it if the existing locations are inadequate. An SCP file is created for it which details its description, history, specialized containment procedures, and any tests, incidents, or other relevant info as appendices to said file
  7. Regular assessment and testing must be performed to ensure the anomaly remains in its most dormant state, and that none of its anomalous properties have changed. Either way, any tests conducted must be appended to the anomalies SCP file

The many homes of The Foundation

The Foundation has many homes, and these places are known as the Foundation sites or Foundation outposts. They serve many purposes for the foundation and each location is typically unique.

Foundation Sites

Foundation Sites are the primary containment locations for anomalous entities, housing for Foundation personnel, and some are equipped to house disposable class personnel. They are indexed through a basic classification system which designates their location, series, and identification number.

Foundation Outposts

Foundation outposts are locations typically overseen by either a Mobile Task Force or a division of the integration department. They do not contain any anomalous entities and most are anonymized through the use of fronts and shells. They are used for reconnaissance and forward operation purposes.

The arms and legs of The Foundation

The Foundation is just as much as a living entity as any other human, and it comes with many arms and legs. These arms and legs are the multiple departments within The Foundation. What will be The Foundation

The Foundation has a dark future ahead of it. Not dark in the sense that the future for The Foundation is grim, but that The Foundation has only scratched the surface of an endless expanse of anomalous entities, objects, and concepts. The Foundation is believed to have uncovered only 5-7% of the anomalies that exist in the universe. For The Foundation to continue to secure, contain, and protect, it must remain vigilant against the forces that work against it, both anomalous and normal alike.
